The Shop and Establishment registration is the basic licence that authorises a commercial premises to operate. In Maharashtra it is governed by the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017, and it is administered by the local municipal authority rather than by a central department.
Almost every commercial premises needs it — shops, offices, godowns, restaurants, salons and clinics alike. It is also the document banks most often ask for as proof of business existence when opening a current account for a proprietorship.

Registration or intimation, depending on headcount
The 2017 Act changed the position for very small establishments in Maharashtra. Those employing fewer than ten workers are not required to obtain a full registration; they file an intimation of commencement instead and receive an acknowledgement.
Establishments employing ten or more workers must register properly and obtain the certificate. Getting this distinction right saves both fee and effort, and we confirm which applies before filing.

Keeping it current
The certificate is issued for a term you choose, commonly one to ten years in Maharashtra, and must be renewed before expiry. It also has to be displayed at the premises.
Any change in the name, address, nature of business, ownership or number of employees has to be notified to the authority, and closure of the establishment must be intimated so the record is closed cleanly.

Do I need this if I work from home with no staff?
If you run a commercial activity from the premises you generally still fall within the Act, though an establishment with fewer than ten workers in Maharashtra files an intimation rather than taking full registration.
Is it the same as a trade licence?
No. Shop and Establishment registration is about employment conditions and the existence of the establishment. A trade licence permits a particular trade at a particular place, and some businesses need both.
How long is it valid?
You choose the term when applying — commonly one to ten years in Maharashtra. A longer term costs more upfront in government fee and saves the renewal effort.
What if I move premises?
The change must be notified to the authority. Depending on whether the new address falls under a different local body, this is either an amendment or a fresh registration.
Will the bank accept it as proof of business?
Yes, it is one of the documents most commonly accepted for opening a current account in the name of a proprietorship, alongside GST registration.
