A Registration-cum-Membership Certificate is issued by an Export Promotion Council or a commodity board, and it certifies that you are a registered member exporting the products that council covers.
Its practical importance is that it is a precondition to claiming benefits under the foreign trade policy. An exporter without one can still export, but cannot access the incentive schemes, which for many product categories is where the margin is.

Choosing the right council
There are dozens of councils and boards, each covering particular product categories — engineering, textiles, chemicals, pharmaceuticals, gems and jewellery, agricultural produce and so on.
You register with the council covering your main line of export. Where you export across categories, the Directorate General of Foreign Trade allows registration with the council for your principal product, and additional registrations where genuinely needed.

Prerequisites
- A valid Import Export Code from the Directorate General of Foreign Trade
- The IEC must be current, having been updated in the annual window
- PAN and GST registration of the exporter
- A bank account with a certificate or cancelled cheque
- A declaration of the main line of business
Validity and renewal
An RCMC is issued for a fixed period, commonly five years from the beginning of the licensing year in which it is issued, and must be renewed before expiry.
Councils also expect members to file periodic export returns. Failing to do so can affect renewal and, in some councils, membership standing, which in turn affects scheme claims.

Frequently asked questions
Do I need an RCMC to export?
No. You can export with a valid Import Export Code alone. The RCMC is required to claim benefits under foreign trade policy schemes, which is why most regular exporters obtain one.
