A fire licence, or no-objection certificate from the fire service, confirms that a building meets the fire safety standards for its category of occupancy. It is issued by the state fire service or the municipal fire department, and it is usually a precondition for other approvals rather than a standalone requirement.
Occupancy certificates, trade licences and factory licences frequently depend on it, so the sequencing matters. Applying for the dependent approval first and the fire clearance afterwards wastes weeks.

Provisional and final clearance
Fire clearance generally comes in two stages. A provisional no-objection is issued on the basis of the building plans, before construction, confirming the design meets the requirements.
The final no-objection follows an inspection of the completed building, verifying that what was approved on paper has actually been installed and works. Building first and seeking approval afterwards risks having to retrofit, which is expensive.

A fire licence is issued for a fixed term and must be renewed before expiry, generally on the basis of a fresh inspection confirming the systems remain functional.
Operating on a lapsed clearance affects insurance cover as much as it affects compliance, and insurers do check after an incident.
