The United Arab Emirates is not party to the Hague Convention, so an Indian document intended for use there cannot be apostilled. It must go through the longer legalisation chain, ending with attestation by the UAE embassy or consulate in India.
This is the route required for employment, family visas, business setup and property matters in the UAE, and each stage must be completed in order — a document presented at a later stage without the earlier seal is simply returned.

The university verification stage
For educational documents this is the step that governs the timeline. The issuing university or board must verify the certificate before the state and Ministry stages, and universities vary enormously in how quickly they do so.
Some verify within days; others take several weeks and require the applicant to follow up directly. Starting this stage early is the single most useful thing you can do to compress the overall schedule.
The final step happens in the UAE
For many purposes the chain does not end with the embassy in India. The UAE Ministry of Foreign Affairs attests the document again after it arrives in the country, and only then is it accepted by the relevant authority there.
That final attestation is completed in the UAE and cannot be done from India, so it should be factored into the timeline rather than discovered on arrival.
