GSTR-9 is the yearly consolidation of everything you reported during the financial year. It pulls together your outward supplies, the input tax credit claimed and the tax paid, and reconciles them against the monthly and quarterly returns already filed.

It is not a second chance to file returns you skipped, and it cannot be revised once submitted. That combination — no revision, and figures drawn from returns you can no longer change — is why the reconciliation work matters far more than the filing itself.

Who has to file

  • Every registered person whose aggregate turnover exceeds the prescribed threshold for the year
  • Filing is optional below that threshold, though it is often sensible where credit positions are complex
  • GSTR-9C, a reconciliation statement, applies to larger taxpayers on top of GSTR-9
  • Composition dealers file GSTR-9A where notified
  • Input service distributors, casual and non-resident taxable persons are outside it

Where the differences usually appear

Almost every annual return throws up gaps between the books and the returns. Finding them before filing is the whole exercise.

  • Credit claimed in GSTR-3B that does not appear in GSTR-2B
  • Invoices recorded in the books but never reported in GSTR-1
  • Credit notes issued but not adjusted in the returns
  • Tax paid under the wrong head — IGST instead of CGST and SGST
  • Reverse charge liability recognised in the books but not discharged
  • Turnover per the audited accounts differing from turnover per the returns

It cannot be revised

Once GSTR-9 is filed it is final. There is no revision facility, unlike the income tax return.

Additional liability identified during the reconciliation can be paid through Form DRC-03, but errors in the annual return itself stay on record. This is why we complete the reconciliation and get your sign-off before anything is submitted.

Frequently asked questions

Can GSTR-9 be revised?

No. It is final once filed. Additional liability found later can be paid through DRC-03, but the return itself cannot be corrected, which is why the pre-filing reconciliation matters.

Do I have to file if turnover is below the threshold?

Filing is optional below the prescribed limit. It is still worth doing where your credit position is complicated, because the reconciliation surfaces problems while they can still be fixed.

What is the difference between GSTR-9 and GSTR-9C?

GSTR-9 is the annual return. GSTR-9C is a reconciliation statement between the annual return and the audited accounts, required for larger taxpayers.

What if I find I claimed excess credit?

It should be reversed with interest, generally through DRC-03. Doing it voluntarily is far better than having it raised in a departmental notice later.

Is there a late fee?

Yes, a per-day late fee applies subject to a cap linked to turnover, along with interest on any tax paid late.

What is not included. Government fees, statutory charges, stamp duty, court and registry fees, digital signature costs and any third-party professional charges are separate and payable at actuals.
